Q. What is Proposition 300?
A. A referendum approved by Arizona voters in November 2006, Proposition 300 provides that College students who are not U.S. citizens or permanent residents, or who do not have lawful immigration status, are not eligible for in-state tuition status or financial aid that is funded or subsidized by state monies.
Q. Does Proposition 300 apply to me?
A. If you (a) do not receive in-state tuition status, and (b) do not receive financial aid funded by state monies (Arizona), then you are NOT affected by Proposition 300.
If you (a) receive in-state tuition status or (b) receive financial aid that is supported by state monies (Arizona), then you are affected by Proposition 300.

Q. If Proposition 300 applies to me, what do I have to do?
A. Complete the tuition assessment forms with documentation and submit them to the Admissions and Registration office by fax at (520) 515-5452, or email registration@cochise.edu or admissions@cochise.edu. The forms are available by clicking here.

Q. What are acceptable documents?
A. According to Identification Requirements for Proposition 300
A.R.S. 15-1802.01, the following is a list of acceptable documents for proving a student’s citizenship or legal resident status for purposes of determining eligibility for in-state tuition. Documents may be faxed, mailed, emailed or submitted in person. Final residency decisions for tuition purposes will be made in accordance with A.R.S. 15-1801 and regulations of the Cochise College policy.
List A – Only one of the following documents is required to be presented by a student who chooses Option 2 on the Tuition Assessment Form.
- Arizona driver’s license or an Arizona non-operating identification card issued after October 1, 1996.
- Driver’s license or non-operating identification license issued by another state or outlying possession of the United States if the license indicates on its face that the person has provided proof of United States citizenship
- U.S. Passport (unexpired or expired)
- Certificate of U.S. Citizenship (form N-560 or N-561)
- Certificate of Naturalization (Form N-550 or N-570)
- Unexpired Foreign Passport with an I-551 stamp
- Unexpired Foreign Passport indicating nonimmigrant visa status, and such visa status either has not expired or has been extended
- Form I-94 verifying current status as “Refugee,” “Asylum Granted,” “Parolee,” or “Cuban-Haitian Entrant”
- Permanent Resident Card with photograph or Alien Registration Receipt Card with photograph (Form I-151 commonly referred to as a “Green Card” or Form I-551)
- Unexpired Temporary Resident Card (Form I-688)
- Unexpired Employment Authorization Card (Form I-688A)
- Unexpired Reentry Permit (Form I-327)
- Unexpired Refugee Travel Document (Form I-571)
- Unexpired Employment Authorization Document issued by Department of Homeland Security that contains a photograph (Form I-688B)
- U.S. Military card or draft record
- Military dependent’s ID card
- U.S. Coast Guard Merchant Marine Card
List B and C – One document from List B and one document from List C can also be used to satisfy Option 2 on the Tuition Assessment Form.
List B
- Arizona driver’s license or an Arizona non-operating identification card issued before October 1, 1996.
- Driver’s license that does not indicate that the person has provided proof of United States citizenship or an identification card that does not indicate that the person has provided proof of United States citizenship issued by a state or outlying possession of the United States provided it contains a photograph or information such as name date of birth, gender, height, eye color and address
- Voter registration card
- Native American tribal document (indicating identity of the student)
- Driver’s license issued by a Canadian government authority
List C
- United States social security card issued by the Social Security Administration
- Certification of Birth Abroad issued by the Department of State (Form FS-545 or Form DS-1350)
- Original or certified copy of a birth certificate issued by a state, county, municipal authority or outlying possession of the United States bearing an official seal
- Native American tribal document related to the student
- U.S. Citizen ID Card (Form I-197)
- Identification Card for use of Resident Citizen in the United States (Form I-179)
- Unexpired Employment Authorization Document issued by Department of Homeland Security (other than those listed in List A)
- Other documentation indicating lawful immigration status

Q. When and where do I submit the document?
A. The Admissions and Registration Office will collect documentation from students beginning with summer and fall class registrations on April 16, 2007. Students enrolled in summer classes have until the end of their current term of registration to complete the Tuition Assessment Form. Failure to do so will result in the student having a hold placed on their grades or official College transcript and being charged the out-of-state tuition rate. Students enrolled in fall classes have until August 1, 2007, to complete the Tuition Assessment Form. Failure to do so will result in the student being charged out-of-state tuition rates.
If you fail to provide documentation, you will be required to pay non-resident tuition and cannot receive scholarships or other financial aid from state monies. Providing documents until after the foregoing deadline may result in billing confusion and delay disbursement of financial aid.

Q. How often must I provide documentation?
A. Once proof of citizenship status is determined, it will be updated only when receipt of new information is submitted by the student and reviewed by the appropriate College office. For example, when a visa expires, it must be renewed if state supported aid is to be provided.

Q. How do I know when I have been verified and who do I contact for questions about acceptable documents?
A. You will receive a letter from the College on your verification. You can also contact Student Services at the Douglas Campus at (520) 417-4005, the Sierra Vista Campus at (520) 515-5336, or any College center concerning verification.
